Who we are and why we care
Beliefs
We believe that our Creator loves us and knows what we need most. He does not want us to settle for anything less than conformity to Jesus Christ and an ever-increasing capacity to enjoy Jesus Christ.
We believe that the Word of God is not only authoritative but sufficient to make us like Christ regardless of the circumstances. All things pertaining to life and godliness are found in the Bible.
We believe that all Christians can be equipped to counsel and that counseling is properly the domain of the church.
Standards of Doctrine
As an ACBC Certified Training Center, Berean Biblical Counseling Ministries provides training in biblical counseling in accordance with ACBC’s Standards of Doctrine, the beliefs necessary for ACBC certification.
Statement Regarding Mental Disorders, Medicine, and Counseling
In October 2014 ACBC released a statement regarding mental disorders, medicine, and counseling to help biblical counselors be faithful to Scripture in their practice of counseling.

Tim Horner (Director/Counselor)
Tim Horner is an elder at Berean Community Church and serves as the director of Berean Biblical Counseling Ministries. He has been certified with ACBC since 2019, and he has a Master of Arts in Biblical Counseling (Bob Jones University, 2018), a Master of Divinity (Southern Baptist Theological Seminary, 2022), and is presently working on a Doctor of Ministry in Biblical Counseling (The Master’s University).
His passion is to show others the greatness of Christ in the midst of their lives and struggles, as well as to help churches as they seek equipping to better minister to the saints in their congregation.
He has been married to his wife Julie Ann since 2009, and together they have five daughters.
Peter Friedrick (Counselor)
Peter Friedrick has been an elder at Berean Community church since 2013. He earned his BA in Mathematics at Houghton College and his Master of Divinity at Talbot Theological Seminary. Before seminary, he served as a Naval Aviator in the United States Navy; Peter and Beverly moved to New Bern in March of 2012. Peter is certified with the Association of Certified Biblical Counselors (ACBC) and serves the military community through biblical counseling and discipleship.
Scott and Teresa Barao (Counselors)
Scott is certified with ACBC and has been ministering to couples for nearly 20 years with his wife, Teresa, seeking to show them the great blessings that come from living out a marriage transformed by the grace of Christ and in accordance with God’s Word. By God’s grace, he was saved out of Catholicism in 2001 after learning of the forgiveness, mercy, and grace that come through Jesus Christ and his death, burial, and resurrection.
Teresa is also certified with ACBC, and she has counseled and discipled women for two decades, regularly partnering with Scott in counseling couples. Teresa entered into a true, saving relationship with Christ in 2001 after eight years of marriage, and since then she and Scott have both grown in their love for Christ, His Word, and each other. Their greatest desire is for all couples to bear the image of Christ in their marriage to a watching world by relying on His all-sufficient Word.
Scott and Teresa have celebrated more than 32 years of marriage, enjoying the blessing of two beautiful daughters, two loving sons-in-law, and three wonderful grandchildren. The Lord has certainly done exceedingly, abundantly more than they could have ever hoped or imagined (Ephesians 3:20-21) and they praise Him every day for His goodness!
